HOMEOWNER
APPLICATION PROCESS
OVERVIEW
The
Rebuilding Together program is primarily set up to assist
homeowners with repairs in order to make a house safe, warm and
dry for the occupants. Smoke detectors, safe flooring, grab
bars and secured railings are critical to a checklist of basic
safety factors for older or disabled persons.
This program
can assist homeowners with needs or to address disabled
accessibility issues when other local programs are not an
option. For example, this program can be used to install
handicap ramps, repair leaky pipes or fix bathroom equipment to
assure the home remains in safe and sanitary condition.
The
Rebuilding Together program is based on the type of home repair
assistance needed and is dependent on the availability of
financial resources, donations of labor, building materials, and
equipment are available to address home repair projects. The
House/Project Selection Committee will make recommendation to
the local Rebuilding Together Board of Directors on a case by
case basis and local affiliate decisions are final with no
appeal process made to the national Rebuilding Together program.
ELIGIBILITY
To qualify for the Rebuilding
Together program, the applicant and property must meet the
following requirements:
1. The
applicant must own and occupy the property to be rehabilitated
or repaired and must have been the owner and occupant of the
property for at least one year.
2. Preference
will be given to the applicant or total household income that
does not exceed the income limits for Yellowstone County -
80% of Area Median Income (AMI)] as listed below:

3. The
applicant and household members cannot have liquid assets
(savings, stocks, bonds, or other financial investment accounts)
in excess of $5,000.
4. The
applicant must agree to an inspection of the property by the
Rebuilding Together inspection team or skilled trade’s people
and sign an agreement to bring the unit up to minimum standards
for safe, decent, and sanitary housing.
5. The
taxable market value as established by Yellowstone County Tax
Assessment Data cannot exceed $80,000.
6. The
property must be:
a. A
property where repairs are required and it is determined by the
Rebuilding Together inspection team or
a
skilled trades person that it is not feasible to complete the
repair or rehabilitation project on the property through other
local programs; or
b. A
property that requires repairs to make the home accessible,
mainly to an elderly or a disabled homeowner that does not have
the means to fix up the home.
Homeowner
applications are available January 30, 2009 through Apri1 1,
2009
Applications
must be returned no later than Wednesday, April 1, 2009 by 5:00
p.m.
